2008 Sanya International CSP Forum Held in Sanya, Hainan China

2008 Sanya International CSP Forum (SYSTP08) was held in Sanya city, Hainan province from Aug. 26 to Aug. 28. Representatives from Spain, Korea, Australia, USA, Italy, Chinese Taiwan and China attended the three-day long forum, including experts and scholars in CSP field, industrial staff, investors and governmental officials. Promoting the solar thermal power technology into commercialization was the forum theme.
On Aug. 25, Mr. Wei Liucheng, Secretary in general of Hainan Provincial Committee of CPC, director of standing committee of Hainan Provincial People’s Congress met Mr. Xu Jianzhong, academician of Chinese Academy of Sciences, Mr. Xiao Liye, director of Institute of Electrical Engineering, CAS and professor Wang Zhifeng of Institute of Electrical Engineering in Haikou. In the meeting, Mr. Wei Liucheng expounded his views on the importance of developing renewable energies from the aspect of his more than 20-year experience in petroleum field. He expressed that Hainan provincial government would support fully the development of solar, wind, biomass and other renewable energies in the region of Hainan province. He also pointed out that the solar thermal energy had a great advantage in cost, and he himself is one of the users of solar water heating system.

Mr. Xu Jianzhong, President of Chinese Society of Engineering Thermophysics and academician of Chinese Academy of Sciences, was the chairman of the conference. Mr. Xiao Liye, director of Institute of Electrical Engineering, CAS presided the commencement declaration. After the opening speech of Mr. Chairman, on behalf of Hainan Province and Sanya city, Mr. Fang Xiaoyu, member of the Standing Committee of CPC Hainan Provincial Committee and executive vice governor of People’s Government of Hainan Province, and Mr. Lu Zhiyuan, mayor of People’s Government of Sanya city showed their congratulations separately to the holding of CSP forum. They will boost the renewable energy development in Hainan vigorously, said them. Mr. Shi Dinghuan, director of Chinese Renewable Energy Society and Counselor of the State Council and Mr. Wu Ping, director of Energy and Transportation Division of High and New Technology Development and Industrialization Department, MOST both sent their congratulatory telegrams and words to the conference, with great hope and expectation on the development of solar thermal power technology in China. Consultant Experts in energy field of MOST, such as Dr.Yuan Zhenhong, Dr Ren Xiangkun and DrGuo Liejin also attended the forum.

Three thematic speeches were given on the morning of opening, Academician Xu Jianzhong made a presentation on Lower Carbon Economy and CSP Development. He showed his expectation on the development of solar thermal power technology from the point of energy utilization and carbon emission. He indicated that CSP has a great potential in development globally based on the extensive resource and environment-friendly characteristic. Meanwhile he also pointed out that CSP needs to solve the scientific and technological problems like high-parameters thermodynamic cycle, efficiency improvement and cost reduction with which CSP development are facing.
 
Mr. Wes Stein, manager of Australia National Solar Energy Centre (NSEC) of CSIRO exchanged his views on the CSP development status, especially electricity generation cost and development tendency. He expressed that cycle efficiency and concentrator components have a great contribution to the electricity generation cost, as well as plant volume. The direction for solar thermal power plant is large volume. Besides, Mr. Wes Stein also emphasized on the solar high-temperature thermal chemistry method with high concentration ratio, which is a new tendency for solar high-efficiency power generation. At present, Australian government has listed solar high-temperature thermal chemistry as research priorities. It’s expected that multi-tower solar thermal chemistry power plant is proposed to built in Queensland, Australia .

Prof. Wang Zhifeng, Coordinator of “Solar Thermal Power Technology and System Demonstration”, key project of Ministry of Science and Technology in the 11th Five-Year Plan of China made a presentation on CSP Research and Development Status in China, of which the emphasis was laid on the introduction of companies, research institutes and organizations that engage in CSP field as well as their business and major achievements. He pointed out that with the continuous input from MOST and local government and enterprises since the 8th Five-Year Plan to the present 11th Five-Year Plan, China has formed a complete research system from materials, key components, key equipments, special measurement instruments, CSP plant design, CSP standard system to CSP system demonstration and etc. And the industrial system of CSP is building with the development of the key project of National hi-tech R&D programme. It’s believed that both technical system and industrial system with Chinese whole Intellectual Property will be established by the end of the 11th Five-Year Plan.
 
In the succedent sessions, the following themes were given much discussion:

2.    Great scientific and technological problems facing with the commercialization of solar thermal power technology
3.    Materials for CSP
4.    Solar concentration technology and equipment development
5.    Opportunities for commercialization of CSP technology in China
6.    High temperature thermo-electricity conversion technology

8.    CSP Site selection and selection method
9.    National policy support mechanism of CSP
 
During the conference, delegates exchanged opinions widely concerning CSP science and technology, policy, resource, economy and so on. The two biggest CSP companies in the world, namely Abengoa Solar S.A. and Solar Millennium AG also sent representatives to the conference. Their presentations showed the latest and very front situation of CSP commercialization. In addition, representatives from Chinese Power Corporation and electricity engineering company expressed their views on solar thermal power development and its commercialization. Some delegates gave a report on the policy support mechanism for CSP. All these indicated that CSP technology has come to the eve of commercialization in China.
 
The forum was composed of thematic speech and free talking, Chinese speaker and foreigner speaker presenting crossed. And the organizer intentional arranged the speeches about technology, economy and policy together. Apart from that, a long free talking time was prepared after the presentation to make the delegates exchange views fully, which makes delegates not only grasp the new technology and investment direction, also know related people and organizations. That got a good feed-back. And the forum played its expected role of communication platform. After the session of conference, three large dinner parties made everyone get familiar and communicate with each other in each moment.
 
The 2008 Sanya international CSP forum was sponsored by Chinese Renewable Energy Society and Chinese Society of Engineering Thermophysics, and organized by Institute of Electrical Engineering, Chinese Academy of Sciences, and supported by Renewable Energy Society of Hainan Province, http://www.china5e.com/, http://www.fadian.com.cn/, and Delta Environmental & Educational Foundation. It has been held every year since 2007. The forum is intended to provide a platform for experts, scholars, companies, institutes and governmental officials to communicate and cooperate with each and discuss jointly the CSP industrial development pattern in China, so that to facilitate the steps of industrialization and commercialization of CSP technology and make contributions to a sustainable, environmental friendly and harmonious society.
